Tsunade would have died against 6 paths of Pain as well so I don't see your argument there. Either one could win, every fight has a 50/50 chance but I think more times than not Jiraiya would win. What with his frog stomach jutsu that caught itachi, Tsunade can't break that. Or his swamp jutsu or any of ma and pa toads sound genjutsu. Not to mention he has sage mode which Tsunade still has not shown and sage mode would give him the edge.
