Well Tobi had the unfair advantage of knowing all about Itachi
And Itachi as seen with Nagato and Kabuto can find out the enemies weakness in the midst of the fight

If Tobi and Itachi were to fight, Itachi would win
Cause he knew Itachi can easily find the weakness in techniques, which is why Tobi didnt want to fight

And the fact that the totsuka sword is a spirit weapon leads me to believe that it can hit Tobi even if hes intangible
And theres nothing saying that tsukuyomi wouldnt work

1.There is nothing that says Tobi knew everything about Itachi. Tobi was just simply more advanced

2. Itachi can't "easily" find a weakness in techniques. He didn't find a weakness in Kabuto's techniques. He just had a jutsu "Izanami" that he knew a person like Kabuto couldn't avoid. The weakness was in Kabuto's character, not Kabuto's techniques. And don't you DARE try to imply Itachi can take on Nagato. Itachi figured out his weakness, but he didn't defeat Nagato alone. Killer Bee and Naruto did all the work, and Nagato was even giving them advice in the beginnning.

3. I can just as easily turn around and say Itachi didn't want to fight Tobi, which is exactly why Itachi chose to try a SNEAK ATTACK. He knew he couldn't defeat him. Tobi didn't fight Itachi because he was USING him. Why kill a pawn?

4. The Totsuka sword is a spirit weapon, it doesn't mean it can hit something that isn't there. When Tobi goes intangible, his physical body is literally dematerialized and he is no longer present.

5. You are wrong, there is something saying Tsukuyomi wouldn't work. Itachi said it when he fought Kakashi. His Tsukuyomi doesn't work on clansmen. And if Tobi is a Uchiha, which he probably is, then Itachi's Tsukuyomi is useless. Even if this were not the case, Tobi has Tsukuyomi too (his plan is Eternal Tsukuyomi), and we don't know if his Tsukuyomi has any limitations.

6. Tobi>Itachi. If Itachi were stronger, he would've killed him and saved his brother, instead of trying to catch him off guard with a sneak attack. It's logic. and Logic>Fanboyism

They were both Top Tier Ninja with nether having a distinct knowledge advantage. The match could have gone ether way, which is why they didn't mess with each other.
