I predicted that Zetsu would betray Madara, however, I believed that it would be Indra that would be revived because Madara implanted his will onto him.

So, if not Kaguya, Indra? Or do you believe that it's Kaguya being revived. I think it's Indra trying to follow Kaguya's legacy.
