Yeah, sure. And BTW, Kishi's actual intention in this chapter was exactly that i.e. to demonstrate the rust. The title of the chapter "An Unevolved Species Evolutionless?" and the bald guys words after hitting Sasuke are a clear indication of that i.e. peace has caused Naruto and Sasuke to rust in terms of battle skills and downgraded due to lack of evolution. Kishi delivered it in the form of message through the balded guys words, so we could understand that Kishi's intention was actually to nerf them, it didn't happen due to bad writing.

Yeah pretty much, their battle skills were rusted and they got downgraded due to peace (as the bald guy said), and they weren't aware of the enemy's powers so they were taken by surprise. But I guess, now they've adapted to battle and gained knowledge of that guy's powers, surely they'll be able to take on him in their next confrontation, unless he pulls out something new. Let's wait and see...
