Really he isn't my favorite character I was just trying to think of someone somebody didn't already have. However I now feel the need to ask where does Suigestu rank on the evil list. Is he more evil then Sasuke? how does he compare to Tobi (we all know Tobi is stronger but who is more ruthless?)

suigetsu isn't evil, he's barely evil. He's only helping Sasuke coz he said he owes sasuke for saving him.

There is a long way to go for Suigetsu to be listed in the ranks of villains.
He is now just a member of the group lead by Sasuke.

Suigetsu can be used as an evil pawn either under Sasuke or even against Sasuke.

Sugetsui has always appeared as a more puck/fairy like creature. A whimisical creature not bound by others morality.

If you want someone that no one else appears to be rocking out then how about:

Suigetsu has a loooooooooong way to go if he wants to be considered evil and feared like his older brother.

Right now he is merely comical relief...well he was until he got ditched by Sasgey.
