I don't really think that has to do with their parentage, more of something that is linked deep within. Himawari was angry because of her toy breaking, that's as normal as you can get. There's no one in this thread that can't say they never got angry when their favorite toy, video game, or what-ever, broke when they were her age (or even older?). Plus there's the fact that in canon, Uzumaki's were stated to be savage.
Outside of that I generally view Himawari as a sweet child, just with a temper. Basically you don't screw around with her shit. Like any girl really... unless she's a pushover like Hinata (for example).
Boruto on the other hand, cheated in the Chunin Exams. But he isn't a cheater sort to speak. That was like the first time he did anything of that nature, and for God sakes sue him as if none of us ever cheated in a test, or anything really. Plus it's not really Boruto's fault, he was tricked into joining the Chunin Exams and Katasuke planned out that he would use the device regardless.
The flaw I think is that Boruto has prude bratty-ness towards his father. While yes I agree with both Naruto and Boruto's sides when it came to their relationship/conflict, I feel as if Boruto took it too far in certain scenario's, like when he said that Naruto was lucky enough to grow up without parents because he would of felt the same pain he did while being the son of a Hokage.
Still the softer sides of his personality make up for the anger he has in him, like when Naruto congratulated him on Team Konohamaru passing the first test, and Bolt cried tears of joy because his father noticed him.
At the end of the day he's a good kid, like most of them. At least IMO.
