You're asking for proof about what Rikudo did. But FYI, he was the only person alive who was capable of sealing the Juubi and splitting it's chakra into 9 bijuus and lot many things. But you compared him with Sakura. That's why I call it as an illogical question.
Similarly, Madara is already an OP character, while Sasuke is still a developing character and is said to surpass Madara. Note : It's been said "ONLY" not confirmed that he surpassed Madara.
Madara himself takes time to stabilize his PS even though he has Senju DNA. What can you expect from Sasuke at this point?
It's been seen many times that Sasuke gets powered when he's mocked. But he's not been mocked to that level to push his limits to release the stabilized PS.

I think a Full Susano'o can be a Full Susano'o without the legs , but just a full upper body. maybe idk U_U

Complete susanoo is the one maddy used when he made the 25 clones and sasuke used it as well.

final susanoo is those two, when its stabilized and get legs madara refers to it as perfect susanoo
