Well point is that in Naruto Manga & Anime the person who uses clones all the time, as the starting move is only Naruto. Cause only Naruto has enough unique chakra to handle all of them, and notice that most of his clones use taijutsu and kunais not ninjutsu.
Other shinobi use them just to fool the opponent every once in a while, like Kakashi has done sometimes.
What is happening here is a complete other story, cause we have to follow general rules and ofc some people abuse them.
Making the clones is one move and then each clone can use what he wants, that's what is happening in battles here, still whichever move the clones do is chakra loss for the user. Do not forget that.
If you don't agree with this, state that you don't allow clones in the battle from the beginning, many people do that and so this problem is avoided.
