I'm saying you're wrong in assuming there's only one possible interpretation. As assumptions, it could be either one, 50/50.
Besides, why would the Rinnegan unlock at death? So it could be forever useless? Or so someone else could steal it from the corpse and use it? You'll make the argument that it doesn't have to make sense; that that's just what happens. However, this is a fictional manga. While it could be that that's "just what happens", there are usually a rhyme or reason to these things in a story. Again though, either avenue is equally possible.

Who knows why it would be unlocked at death, but it makes for a better plot, rather than waiting 70 years for your Rinnegan to develop. Oh 'stealing from a corpse', I like that vibe.
I still think it requires a death experience.
