2. Tomoe represent bijuu power (that's why naruto has 9 necklace tomoe
3. and it's also explain why sharingan has a tomoe, because it has power equal to bijuu power (to control bijuu)
4. ten tail's eye is not new eye, it's just the power of rinnegan controlling bijuu

conclusion :
Sage of six path has final step of power, he has :
uzumaki blood seal juubi and has rinnegan, so his picture is he has rinnegan eye with 9 tomoe necklace
the power of rinnegan and 9 tomoe is equal (yin & yang)
