The puppets, when fighitng with killing intent, use their Chakra Blasts, they didn't use that until Hiashi used Rotation and got away.

So conjecture on your part.

They used ninjutsu against Hiashi while only using Taijutsu against Hinata.

She's strong, still loses to Sakura, Hinata, and Hanabi. Sakura heals from w/e she does. Hinata and Hanabi can foresee her attacks and counter with Air Palm/Rotation, and if they get in close, assuming they already aren't, Temari stands no chance.
