I tend to like characters that aren't developed much because I like having room to elaborate upon their personalities, backstories etc. myself. I also like it when a character's psychology is interesting, and for that, only a brief definition might be enough.

I like Madara because he actually got sh!t done

i like naruto, sasuke, Obito and kakashi because they actually progressed as characters.

I like minato and itachi because they put the story in motion.
