And what is that exactly? Intelligence is an ubrella term for many different categories.. Analytical ability, knowledge etc..
All of those people excel at different things. Sasuke has his strong points and weak points. So does Orochimaru. Are we forgetting as smart as oro is he still decided to make eye contact with an uchiha? then acted suprised when he was put in a genjutsu? Orochimaru hasn't shown the kind of intelligence in battle that Kakashi has.. I.e strategical abilitiy, breaking down jutsu with glances and forming plans. Sasuke has. He has done it in both his fights with Danzo and deidara. You're understimating him
Well being smart and being intelligent are entirely different things. Also Sasuke has shown us utter idiocy, trying to fight Killer Bee with no intel and getting killed twice, as well as trying to fight the five kage and getting completely wrecked.
I think (and this literally just occurred to me) that smart-intelligent is like math-physics. Physics is the application of math in the real world. There are people who are brilliant math students but struggle with physics because they lack the intelligence to deduce exactly how their mathematical knowledge should be applied to a physics problem. Intelligence is applied smarts, the ability to actually use what you know to help you in real life. I hope this makes sense
