Baku enhanced the strength of Danzōs Fūton-Jutsu. Danzō tried several times to breake Susanoos defense due to Fūton, but always failed.
According to your logic Kisame would have a better resistance than Susanoo. Guy didn't hold back against him and Hirudora released it's strength right in front of him.
