Lord Roku is a Natural Winner for this with his mastery of fire. and his ability to pull fire frorm the sun creating Sun Fire. much like Azula used her Blue Fire.

*pulls out mihawk;s sword out of my back and charges at u, while doing a string of hand seals (i had to throw my sword a bit forward so that i can complete the hand seals and once i am done with the seals, i catch my sword by the handle)
