Like i said, Trasmigration is over once they died. Hashirama's cell still lives while Madara is alive but Hashirama's cell has nothing more than part of ashura chakra and had no mind of it's own. Hashirama is literally died. When Madara died, Indra and Ashura chakra left. see what i mean? Now, Hashirama cell only have Moukton chakra, not ashura chakra anymore.

I see what you mean. The imbalance did occur when Madara awaken the Rinnegan. What I was talking about is that both reincarnations have to die for the sons' spirits to leave. But they haven't left because Madara was still alive while Hashirama's dead.

Either way is that Madara already implanted Hashi's DNA (Ashura Chakra) into him before Hashirama died. It only achieved after having near death Experience. Ashura chakra left Hashi's body once he died. Sasuke cant awaken both rinnegan due with lack of ashura chakra inside Hashi's cells. Ashura chakra is currently in Naruto's. Sasuke got one Juubi eye from Hagoromo.

Ashura's chakra(Hashirama's cells) + Indra's Chakra + Natural Energy (Jugo's cells) = Tomoe Rinnegan.

The Juubi is nature so it makes sense that one would need senjutsu of some sort to get a Rinnegan with tomoe. Also the same area Kabuto injected Hashirama's cells is the same area Jugo gave Sasuke part of his flesh.

OT: I highly doubt Kishi would hype up the power of having two Rinnegan's if Sasuke wasn't going to get it later at some point. Perhaps he already has it in the other eye but sees no need to use it.
