That remains to be seen. Tobi hasn't shown the full extent of his powers. IMO, Tobi is either greater or equal to Madara.

Tobi is too strong to be easily maimed by the Juubi (unless he'd be too careless). If the Juubi persists on misbehaving, he'll just send it into another dimension.
