not by naruto either...
it starting to remind of a anime i watched a long time ago where the villain summoned the monster but instead of it obeying it flat out killed him. i think the juubi will see tobi trying to control him and he will etailiate with somthing tobi can't phase through.
reasons for my theory
1 tobi's madara sized ego and arrogance: it has been shown tobi is over confident and at sometimes shown to be just down right arrogance incarnate.
2 tobi's ovrconfidense in his abilities: he truely believe's the juubi an be controlled like anyother tailed beast. tobi has failed to realise one key note. it took the rikudo senin nearly all of his power to defeat it. i mean you want evidence just look in the night sky of the narutoverse.
3 the juubi: let see kurama at the moment is almost without help (except naruto) is taking 5tailed beasts at once and with naruto matchs a 5x combined bijuu dama. that is enough to say what ever pain did to kohana would be drawfed if naruto turned the flash bijuu dama toward it. the juubi is the culimation of all 9 powers of the bijuu. hell it maybe able to use shukaku's sand. the 2 tails fire, 3 tails genjutsu, 4's lava release, 5's steam and coral, 6 acid, 7 flight, 8 ink or somthing else, and kurama's powers
this monster of bijuu may actually have all of the other abilities because they are a part of hm. i mean for the love of god this pushed the god of shinobi to make the moon.
4 So6p: he was ushed to the breaking point i hardly doubt the juubi flat out lost. i mean if you want evidence refer to statement 2. plus even the sage feared the juubi falling into the wrong hands. this quite literally the most powerful person on the narutoverse and he is scared for the future. maybe thats 1 reasn why he did not let the elder son succeed him. because the elder son may have wanted the juubi for himself.
5 the juubi's unique eye: it has never een stated that the juubi was never effected by genjutsu. but i hardlydoubts tobi's lil control genjutsu would actually work against the beast. also maybe the juubi's eye can cause genjutsu in it self
6 tobi's limited control over taied beasts: the 4 tailed sen goku tried to kill tobi even while chained. meaning no matter how much tobi boasts he cannot hold control over a long amount of time. so the juubi is like 9 in 1 so... tobi will need somthing like madara to do the job on that
