WHO was / is the strongest
hanzo
Hanzō (半蔵) also known as Hanzo of the Salamander (山椒魚の半蔵, Sanshōuo no Hanzō) was a legendary ninja who was the former leader of Amegakure. He was very security-conscious, being guarded twenty-four hours a day and having anyone who wanted to see him thoroughly searched. He became famous around the time of the Second Great Ninja War. Little is known of his abilities aside from his riding on the head of a giant salamander (presumably a summon), but he was so powerful that he with his summon fought off all three Sannin. After their battle, he was so impressed with their strength that he decided to leave them if they agreed to accept the title of Konoha's Legendary Three Ninja (伝説の三忍, Densetsu no Sannin); This makes him responsible for the naming of the trio's title. He was later single-handedly killed by Pain (under unknown circumstances), who took over and is the future leader of Amegakure. Every friend, family member, and acquaintance he had were systematically killed as well.

Most of Madara's abilities are still unknown. He is remarked to be the strongest Uchiha to ever live and one of the most gifted ninja in history. He has also been noted to have been born with a particularly powerful chakra, which he states is the reason for his "stubborn refusal to die". Even the demon fox mentions that Madara's chakra is even more sinister than its own. One of the abilities he has actually displayed is his speed, which, as Tobi, was apparently his only claim to fame. To that end, Kisame comments "he is a good runner." Madara also appears to have immense strength, as he was able to stop a slash from Suigetsu's giant sword with a single arm.
He was armed with a giant scythe with a war fan attached to it during the time of Konoha's founding, fitting with his clan's name, which means "paper fan". He is also said to have been able to summon the Nine-Tailed Demon Fox. It is unclear if this referred to the use of the Summoning Technique or if he could produce a enough human malice to bring it to his location.

Madara's "Eternal" Mangekyo Sharingan.During Itachi's fight with Sasuke, it was revealed that Madara Uchiha and his younger brother, Izuna, were the first members of the Uchiha to activate the Mangekyo Sharingan, and used its power to take over the clan. After implanting his brother's eyes into his own body, Madara then awakened a new "eternal" Mangekyo Sharingan, a combination of his own and Izuna's Mangekyo Sharingan. It gave him access and mastery to his clan's most powerful jutsu, along with untold amounts of power without the risk of losing his eyesight. Madara's knowledge and mastery of this powerful Dojutsu allowed him to fight on par with Hashirama and it gave him the power to forcibly subdue the Nine-Tailed Fox. It was also thanks to Madara's knowledge of this Dojutsu that Itachi learned how to properly use his Mangekyo Sharingan.
[edit] TeleportationMadara shows the ability to recover from debilitating or even fatal blows. After being slashed across the midsection by Sasuke's sword, he collapses, only to stand up again a few seconds later and complain about the speed of the attack.[4] The same things occurs when Naruto hits him in the back with a Rasengan, where the attacks literally phase through him, avoiding damage.[5]
Madara also shows the ability to travel long distances within relatively short time-spans, escaping the final explosion created by Deidara and reappearing in Amegakure within a very short period. It is speculated by Kakashi that he uses space/time Ninjutsu to instantly send himself or even parts of his body to different locations or some sort of void and instantly bring them back.
hARASHIRAMA
Hashirama had been noted by both Madara Uchiha and several Konoha Jonin to be regarded as the most powerful ninja of his time if not in history. He was greatly respected by every shinobi during his life, such that Madara claimed there was nobody else he admired more. He knew how to perform a great many jutsu and was otherwise knowledgeable of those he could not, as indicated by his ability to recognize the Summoning: Impure World Resurrection that was used on him. Hashirama recorded much of his knowledge in the Scroll of Sealing (stolen by Naruto at the start of the series), which was made forbidden to read because of the danger of the techniques it contained.
He was most famous for his Wood Release jutsu, an ability to mix earth and water natured chakra to create a new element: wood. By converting chakra into the source of life, he was able to create trees, cause them to grow to great sizes, and manipulate them to diverse shapes and battle uses at will. It was said this ability was used to create the very landscape and foundation that Konoha is built on. This ability was apparently unique to him, since none of his relatives have been shown using the ability. Even Yamato, the only person to have proved compatible with Hashirama's genes, found his use of Wood Release to be much weaker in raw power. Yamato has also shown great skill in standard water and earth techniques so it is presumed Hashirama could do water and earth techniques as well.
The ability Orochimaru most highly praised him for was his unique ability to control tailed beasts. Of all his considerable talents, it was this ability in particular that made Hashirama unparalleled in the shinobi world. He at one time had many of the beasts in his possession and was able to defeat the Nine-Tailed Demon Fox during his battle with Madara. This ability was greatly amplified by his crystal necklace, which Yamato suggested was a requirement to control even Naruto's partial lapses into tailed forms.
hiRUZEN
Hiruzen was unarguably one of most powerful shinobi in history. He has been called the most powerful Hokage in history. Enma commented on his battle with Orochimaru, saying that it was "miserable" compared to his prime even though he had clearly been able to withstand Orochimaru and two former Hokage. He was also the longest living and longest reigning Hokage, and apparently had an undefeated streak, having defeated all foes that came before him until he sacrificed himself in order to stop Orochimaru.
Hiruzen was called The Professor (プロフェッサー, Purofessā) and The God of Shinobi due to his mastery of all forms of shinobi combat and his vast knowledge of jutsu, purportedly knowing all the techniques within Konoha. The first technique he was seen using is the Telescope Technique which allowed him to observe others through his crystal ball over long distances. With Roof Tile Shuriken, he could launch nearby tiles at an opponent with varying intensities, and by throwing a single shuriken at an opponent he could replicate it to surround the opponent through Shuriken Shadow Clone Technique.
The more battle-oriented techniques he was seen using primarily consist of elemental attacks, as he had an affinity for fire and earth. Fire Release: Fire Dragon Flame Missile allowed him to exhale a stream of fire from his mouth. Earth Release: Earth Flow River created a river of mud beneath the opponent to throw them off balance, and he could use the mud with Earth Release: Earth Dragon Bullet, which creates a dragon's head that launches mud balls at an opponent. He had also shown to be adept in elemental combo attacks as seen when he ignited the mud ball projectiles with Fire Release: Fire Dragon Flame Missile. Earth Release: Earth Style Wall allowed Hiruzen to spit a stream of mud that solidifies into a protective shield.
Orochimaru shows some surprise that he didn't use the Shadow Clone Technique during their battle. An ANBU agent nearby mentions that the Third Hokage's chakra levels have dropped to a point where he can't use it as much.
Hiruzen also had a personal summon: Enma, the Monkey King. Enma could turn into a near diamond-hard staff which could alter its length and width at will. This staff was Hiruzen's weapon of choice, and he showed great proficiency in wielding it.
MINato
According to Jiraiya, Minato was easily one of the most gifted Leaf shinobi ever to live. So much so, a flee-on-sight order was given to enemy shinobi during the Third Great Shinobi War. Minato's brilliance became evident from creating several distinctive techniques, including the Flying Thunder God Technique, which essentially allowed him to teleport to any location with the use of a special seal. He also created the Rasengan, a technique that does not rely on hand signs, but instead uses a concentration of spinning chakra in the palm that causes immense damage to its target on contact. Later in the series it is revealed that this signature technique is actually incomplete. Minato had planned to add his own nature manipulation training to the Rasengan, making it even more powerful, but couldn't manage to combine the two prior to his premature death. Minato also possessed tremendous mastery of sealing jutsu not unlike that of his sensei as shown from what was possibly his last technique, the Dead Demon Consuming Seal, which was used to seal the demon fox into Naruto, at the cost of his own life.
It is unknown exactly how strong Minato was in combat, but he is considered by many as quite possibly the most skilled ninja the Leaf Village has ever produced. He earned the nickname Konoha's Yellow Flash either because of his unrivaled speed and equally impressive use of it or for his creation of his Flying Thunder God Technique and the yellow light that accompanied the use of it (more than likely his hair flashing by). Once, during the Third Great Shinobi War, he was able to defeat 50 enemies using the technique by having other Konoha Shinobi throw his specially inscribed kunai at the group. It appears that he teleported from foe to foe, cutting them down instantaneously, as he was able to defeat them all in a matter of seconds
and without a scratch.
sakumoLike his son, Sakumo was a gifted shinobi praised for his talents in the ninja arts even by the likes of Minato Namikaze, the Fourth Hokage. In battle, Sakumo was a truly powerful shinobi, his prowess at least rivaling that of the Sannin. The mere idea of facing Sakumo brought fear to enemies, as shown from the reaction of an Iwagakure shinobi initially believing Kakashi to be his father. Like the rest of his clan, he had a unique chakra that was infamously strong and adaptive but much stronger than any other clan member except for maybe Kakashi. His primary weapon during battle was tanto called the White Light Chakra Sabre that when put in culmination with his already powerful chakra, enhances the strength of his chakra to the point it emitted a trail of white light from the blade when swung, earning him the nickname "Konoha's White Fang". After he died, he left his tanto for Kakashi, which was later on cut in half when Kakashi fought an Iwagakure shinobi.
saGE OF SIX PATHS
The Sage of the Six Paths (六道仙人, Rikudō Sennin) was said to be the legendary figure who founded the ninja world and was the first to invent modern Ninjutsu. He was said to be the only shinobi to possess the Rinnegan, which presumably laid the groundwork for the other two great Eye Techniques, the Sharingan and the Byakugan. He is revered as one of the most legendary people in the Naruto Universe, and is likely the strongest ninja that ever existed. He was so powerful that he was said to have created the moon. It is implied by Nagato, but not confirmed, that he did so using Chibaku Tensei.
As of now, the only other person to be known to possess the Rinnegan is Nagato, also known as Pain, an orphan from the Land of Rain. Whether this means that the Rinnegan is a unique Kekkei Genkai, that isn't passed down by blood, or if Pain is directly related to the Sage of the Six Paths currently remains a mystery
