Do I add (+) the 1.5x to my current speed rank when I perform it?

It has a rank advantage to use multiple times. I would probably follow up with Sixteen Palms to create a blind spot for my opponent.

You multiply your base speed by x1.5. If your base speed is 6, you multiply it by x1.5 to give you a total of 9 speed. This however only last while you perform that attack.

(Jūken: Shukūken) - Gentle Fist: Palm Bottom
Type: Offensive
Rank: B
Range: Short
Chakra: 20
Damage: 40
Description: This attack consists of a quick, precise thrust of the user's palm to an opponent's body. Like other Gentle Fist techniques, it sends chakra into the target to cause internal damage that paralyzes them for one turn.

This one sends chakra into the body to cause internal damage. Causing internal damage means you hit internal organs.

This is a good one to use. I probably use this more often.

The vital organs are the brain, heart, kidneys, liver, and lungs.

Does it have to be precise? If I say, "the stomach area," do I still do the damage and would they still be paralyzed?

You don't have to be precise since the technique does not mention any particular vital organ. Hitting anywhere on the body would give the same result.

(Jūken: Chou) - Gentle Fist: Block
Type: Defensive
Rank: B
Range: Short
Chakra: 20
Damage: N/A (+10 if the opponent makes direct contact)
Description: The user exerts chakra from several tenketsu from a single part of their body, this chakra is gathered roughly ten centimeters away from the user's skin and forms a small shield of chakra, no bigger than twice the size of an average palm conveniently useable as a way to block tai/kenjutsu attacks(upto B-Rank) but is weak to elemental techniques as it's merely raw chakra which does not require advanced chakra manipulation. If the opponent makes physical contact with the shield they will suffer slight damage across the part of their skin which connected with it. The shield itself is no bigger than twice the size of an average palm and can block Tai/Kenjutsu attacks up to B-Rank as well as Elemental attacks up to C-Rank within reason.
Note: Useable five times per event
Note: Courtesy of Tybone.

(Jūho: Tamashii Baindingu Saakuru) - Gentle Step: Soul Binding Circle
Type: Offensive
Rank: B
Range: Short-Mid
Chakra: 20
Damage: 40
Description: The user channels chakra into one of their feet. Once they do, they will quickly stomp the ground and in the same motion, release a wave of chakra that quickly travels above ground surface. More specifically, the chakra manifests as a white omnidirectional ring that, upon contact with an enemy's body, the chakra will briefly paralyze their feet. It is similar to Palm Heel Strike, insofar as it causes one's muscles to be slightly damaged. This can also be applied through a kick, should it connect with the target, and forces the user's chakra into a specific bodily area with even more potent effects. The attack, itself, lacks tangible properties and ergo, phases through physical techniques (e.g., Earth and Water) without being hindered.
Note: Each application is useable only twice per battle.
Note: Paralysis lasts one or two turns—first and second applications, respectively.
Note: Courtesy of Nakiri.

Gentle Fist Block: No questions. Very straightforward. I'll use it in various combinations including Ninjutsu. I'll probably use it offensively to create an opening.

Gentle Step: Soul Binding Circle:
1st Application: Stomping and then releasing a wave of chakra all around.
Usable per battle: 2
I'll use it when my opponent is in mid-air and then is recovering to the ground, or to overpower C-rank Earth techniques that manipulate the ground.

2nd Application: A kick towards the opponent's body.
Usable per battle: 2
I'll use a feint to create an opening before using this way.

The next one is a ranged Jyuken.

(Jūken: Hakkeshou Kuuten) - Gentle Fist: Eight Trigrams Palm Grating Heaven
Type: Offensive/Defensive
Rank: B-S
Range: Short-Long
Chakra: 20-40
Damage: 40-80
Description: A variant of Eight Trigrams Palm Revolving Heaven whereby the user follows the same process but also shapes the outputted chakra into razor sharp blades. Ergo, those struck by it are not repelled by concussive force but are instead subjected to being reduced to small shreds by coming into contact with what is akin to a giant revolving grater.
Note: B-rank is short-range while each rank thereafter increase the range by one level.

Nope You can't. Kaiten is not a surge, you only release chakra and spin to add shape manipulation to the chakra.

The next one is more jabs and more debilitating effects

(Shugohakke Rokujūyon Shō) - Protecting Eight Trigrams Sixty-Four Palms
Type: Offensive/Defensive
Rank: A
Range: Short
Chakra: 15
Damage: 30
Description: A potent Gentle Fist maneuver that capitalizes on the user's Byakugan to envision an Eight Trigrams circle, which sets the stage for the foe within this circle to be hit by a huge series of precise strikes aimed at sixty-four tenketsu that comprise a portion of their chakra pathway system. Each successful strike halts the flow of chakra that ordinarily passes through the given tenketsu and makes chakra control a much harder endeavor. The recipient of this move will be rendered unable to user more than 35 chakra in individual attacks, which includes those with applied passives, for two turns. Beyond that effect, the usage of this maneuver will reduce the victim's chakra supply and any accumulated senjutsu chakra by 25% for four turns

Okay.

This is good for when you are in a tight spot, using to both defend and attack. It completely stops the chakra of the opponent when targeting the nodes, lowering the output of their chakra by -35 points. It applies to Senjutsu and passive abilities, so it has a lot of advantages.

Now when you are face with an EIG user. basically closing the tenketsu that serve as the gate would cut the flow of chakra and disrupt the opening of gates. If you have any question, ask away.

(Juken: Hakkeshō Hachimon Hougeki) - Gentle Fist: Eight Triagrams Eight Gates Assault
Type: Offensive
Rank: A
Range: Short
Chakra: 30
Damage: 60
Description: A specialized derivative of Eight Trigrams that targets the tenketsu specific to the Eight Inner Gates (EIG) mode. The user strikes the gates one by one with their gentle fist taijutsu to completely halt the flow of chakra that would otherwise pass through. This effectively enables the user to prevent the tenketsu from being opened or even close any tenketsu that are opened. In addition, closing an individual tenketsu will prevent the target from not only being able to access the corresponding gate but any higher gate as well. Conversely, targeting a higher gate will not curtail one's access to lower gates.

Why is closing the Eight Gates restricted to this technique? Is it possible to use other Gentle Fist techniques to block the nodes or chambers of Eight Gates? Does my opponent has to enter Eight Gates first/before using this technique (regarding metagaming)?

The eight gates are special nodes different from the normal tenketsus. So hitting normal technique does not disrupt the gates themselves.

Yes, they need to have opened the gates for you to close them. By opening the gates, you'll see them clearly and aim for them.

Okay.

Well, this is a tricky one since Eight Gates deals boost speed, but I would utilize it after knocking my opponent off balance or disturbing their foothold, giving me an opening to attack.

Good strategy.

Next one can be used as a full body surge however, like other elemental surges, this one is pure chakra therefore making it a weak one, one rank below elemental surges.
Apart from the surge, it can be equally used to blast something backwards and serves as a good attack and defense at the same time.

(Jūken: Ichigekimi) - Gentle Fist: One blow Body
Type: Offensive
Rank: A
Range: Short
Chakra: 30
Damage: 60
Description: A technique born from the Hyuga clan's intrinsic ability to expel chakra from every tenketsu on their body, a clan member can hit their opponent with a blast of chakra that will send them flying away from the user. It was also shown that this technique can be used with pin-point accuracy to target the weak point of a technique exemplified when Neji Hyūga was trapped by Kisame Hoshigaki's Water Prison Technique, and was able to dispel it.

Next one

(Hakuro Tenbu) – Heavens Dance of Hazy White
Type: Offensive
Rank: A
Range: Short
Chakra: 30
Damage: 60
Description: The user begins by coating one of their hands with dense chakra and so much so that the chosen hand turns white in color. They then proceed to take several swipes at the opponent and conclude their assault by clapping their hands. The resulting clap has the formally dense chakra expand outwards with concussive force that follows a conical blast radius. Prior to this clap, the several swipes are on par with elemental techniques of the same rank.

This attack focus more on the physical impact than hitting tenketsus. Also the attacks before the shock wave is on par with elemental chakra.

Only the strikes on par with Elemental Jutsu? or Is the blast on par with Elemental Jutsu as well?

I would use it to break or smash solid formations via Earth Style or water formations via Water Style.

Only the swipes. The blast is not.

Next one is targeted at the organs and a ranged version of vacuum palm technique.

(Hakke Kūshō) Eight Trigrams Vacuum Palm
Type: Offensive
Rank: A/S
Range: Short-Mid/Short-Long
Chakra: 30-40
Damage: 60-80
Description: The user precisely pinpoints the enemy's vital points with the Byakugan and releases a high-speed palm thrust. A "vacuum shell" compressed using the Gentle Fist style is formed to attack the opponent's organs and soft tissue from a distance, blowing them off their feet with tremendous force before they even notice they were hit. In order to attain more power and range (S-rank) then a variation of this, Eight Trigrams Vacuum Palm Wall, necessitates that both hands are used. In this case, a more potent wave of compressed chakra is released with great force from both palms, simultaneously. And the result from this can be increased damage to not only the foe's targeted organs and soft tissue but also their hard tissue (e.g., bones). Of course, this variation has sufficient force to send a foe careening as far as five meters.

Curious, but can I counter projectiles such as shuriken and kunai with this technique? Also, can I negate Wind Release techniques?

Anyway, as the technique indicates, I would use this for long-range combat if my opponent decides to disengage at close range. The advantage is there are no turn limits. The disadvantage: Me thrusting in a single direction.

Yes you can
Yes but note that this is weak to wind.

(Juken: Hakke Hyaku Nijūhachi Shō) - Gentle Fist: Eight Trigrams One Hundred Twenty-Eight Palms
Type: Offensive
Rank: S
Range: Short
Chakra: 40
Damage: 80
Description: A doubled version of the Eight Trigrams Sixty-Four Palms technique, but also performed at twice the speed of the latter. This is used to close off the flow of chakra through one hundred twenty-eight chakra points of an opponent's Chakra Pathway System. This eliminates their ability to use B-rank and above levels of chakra for two turns while also making it difficult for them to move. Alternatively, it can be used to quickly hit multiple targets.
