For Sasuke to keep up with Lee speedwise it costs him a large amount of stamina (lee said it while watching sasuke fight) so sasuke can't keep that speed up for to long.

during the chunin exams it was sasuke with 2 tomoes

I think it would be a draw, I mean Naruto beat Neji, and Sasuke was probaly as strong as Naruto then, plus Sasuke improved heaps from then.

3. Gaara's sand and Neji's rotation are 2 different things. very different. Gaara's sand that time was a solid "wall", but Neji's rotation is like a tornado. it's moving and only pure chakra. it's also pushing you backwards. you can't penetrate a moving non solid thing what is pushing you back at the same time.

itachi raping a kid isnt new,hiashi would rape itachi with 3T.
Sasuke was roughly about the same speed as unweighted lee,neji was faster,and sasuke cudnt even hold that speed for too long.. Chidori gets blasted back at sasuke by rotation,if he goes for taikutsu,then he is dead,chidori is short ranged,neji easily takes advantage,his fight with temari was anime only.

Neji was apparently COMPETELY superior to unweighted Lee, and counters any attempt at taijutsu and at ninjutsu. He'd lose against CS Sasuke though.
