Shiruken jutsu are basic for shinobi so no the reason why itachi was praised cause he was skilled to pinpoint all the target with shirukens but it doesn't matter cause shirukens are weakly measly attack, anybody can stop or counter it which in this case hyuga can easily deflect shirkuens with rotations, jyuuken or air palm.

Not against the guy who's measily shuriken jutsu took out nagatos summonings. He was praised due to being able to pull off multple jutsu amidst shuriken jutsu. So while the given hyuuga deal with that there's a clone and another jutsu already about to strike as soon as rotation,jyuuken, & air palm finish.

In any scenario he negs his opponent except the time he was being a big brother grooming Le Sauce to ems tier

Wrong, he uses shiruken to catch the summoning off guard and then giving time to proceed using the susanoo to take out the summoning while Nagato was focusing on Naruto and Bee. Which mean itachi had alot of time to planned things out thanks to Naruto and Bee buying him more time so in other word it's 3 vs 1.
In your case it's not much worth mentioning but yet you had to brought it up cause you're so desperate.

He was praised because he was skilled at using shiruken just like tenten but clearly you're overstimating itachi especially going against hyuga is a complete bad matchup because even if he made himself a clones to perform mutliple jutsu as well as decoy to pull up his sleeve, the Hyuga has a byakugan which clearly sees all angle except 1 degree blindspot and it has sensory capabilities which gives the hyuga cqc advantage which Itachi doesn't utilized in.

We all know how it turns out with Neji going against Kidomaru, he had to deal with multpile things at once and yet he was able to survive even he was at disadvantage against long range user which he has none... So In any scenario, Hyuga with rotation user outclass Itachi little brain scheme when even the hyuga are finished with their abilities, they are Quick to react Quick to counteract and destablized opponent using their technique again because Itachi with that kind of tier (3 tomoe) cannot bypass the byakugan.
