Round 2: Juugo wins (I see Juugo overpowering Neji)
Round 3: Not sure, I can see Sai pulling it off
Round 4: Neji wins high difficulty (solid CQC fight, Asumas Hien will give him some trouble)
Round 5: Neji wins high difficulty, can possibly go the other way.
Round 6:Kakashi wins mid diff (too many jutsu and too smart, people act like he was slower back in part 1 or something)

Round 8: Not sure, Id favour Kimi but I can see Neji pull it off

What basis do we have to say that Neji's rotation is going to be serviceable against 2 separate Garōga's coming from both sides? Or Cerberus' Tail Chasers which is 3x as strong as Garōga.

Round 1:Kiba - It dedpends on how rotation would fare against Garoga or Tail chasers. Due to the big size, and the fact that they would both be rotation attacks makes me think that Neji's defence wouldn't be as effective as always. Kiba (alias the most underrated member of K11) wins High diff, bad matchup for neji tbh

Round 2: Juugo - Does air palm affect the chakra points as well? If it does Neji wins med-high diff, if it doesn't this go either way high diff

Round 3: Neji can't touch him if Sai takes flight. Battle of attrition, Sai wins high diff.

Round 4:Asuma - Neji med diff, . If Asuma goes for the long range attacks with Katon or Futon, Neji counters with rotation or airpalm. If Asuma gets close he can't really hurt Neji since his byakugan can see the chakra baldes so there's no surprise element like against Kisame, and Asuma's superior sunshin won't help against an enemy who can't be speeblitzed (on that level of course).

Round 5:Kabuto(part 1) - Hiding like a mole is useless against Byakugan, healing element useless if you can't use your chakra points properly, and again, Kabuto's superior speed is useless on that level against an opponent with byakugan and rotation. If Kabuto gets close to use chakra scalpel he gets 64 palms to the chest, if he keeps his distance he gets airpalm. Neji just sends Kabuto's dead bodies puppets flying away and takes that chance to get close and finish it. Neji high diff.

Round 6:Kakashi(Part 1) - Kakashi, Neji's striking speed might be superior but he can't keep up with Kakashi's sunshin speed, which would allow him to dodge any air palm, and his superior reflexes would allow him to get close to Neji without getting the 64 palms treatment. Bunshins + Variety of suiton + speed to dodge anything neji makes = Chidori trought the chest in Neji's blind spot. Kakashi wins med-high diff

Round 7:Hidan - Depends on knowledge. But, how does Neji kill him anyways? Hidan wins.

Round 8:Kimimaro(Healthy) - Good matchup, no comment so far.

Round 9:Sasuke(Killer Bee fight version) - Sasuke stomps

Round 10:Kakuzu - Kakuzu shits on him

Well 2 Rotations (Neji and Hiashi's) of equal size stopped the Juubi's tail. Although 3 headed rotating fang might me too concentrated for Rotation so I'm not sure.

Ye, but it still should disperse the rotating force with its own rotation. Only thing I'm not sure if is if the penetrative power is too much since it was slicing through Juubi clones like they were butter. Even Naruto's FRS blades didn't bisect Juubi clones, they only died after FRS exploded.

Neji has the ability to see thru objects, so he's most likely be able to see Kakashi approaching underneath him.

Rotation might be able to counter that as well

Yes, well it depends on which attack Kiba decides to use. Tail chasers is a slicing attack while Garoga is a powerful rotation, maybe poweful enough to disperse Neji's own rotation.

Anyways, i don't think Neji's Rotation can save him from an attack of that scale. The Juubi's hand had no rotation or penetrative properties, so it just bounced back.

Neji 's blindspot is very narrow. Kakashi dishing out multiple jutsu in hope of creating an opening would be a waste of chakra. The only thing I see him possibly doing would be to rush in, top speed w/ raikiri. Otherwise, I'm not convinced Kakashi wins this fight.

We know for a fact that Hiashi spins faster, so his rotation is more absolute then Neji's. Just like you stated to Dkong, Naruto's FRS and Sasuke's Kusanagi couldn't slice through the Jubi clones, while Kiba's Tail Chasers sliced through multiple Jubi clones like some melted butter. This, then there is Garōga which put a huge dent into Rashomon gates back in part 1. War-arc Kiba, via 2 Kage Bunshins, should be capable of using two of these to attack simultaneously. I highly highly doubt Neji's rotation is trumping either of these attacks due to the violent and rapid verocity of it's spin.
