Bolt was only able to learn all good techniques because of his uzmaki bloodlines with strong chakra reserve and life force allow to adapt his skills while he only has more or less 5% hyuga genes which are incapable of doing anything for Bolt.
Tell me, since when does basic rasengan or chidori or even a small number of shadow clones require any strong or special chakara? Minato, Kakashi and Jiraiya learned such techniques without even being from any Otsutsuki related clans. Heck, Konohamaru even learned rasengan and shadow clone jutsu as a child without having any special or strong chakara.
It's cause it took them years to master, all these rasengan, chidori stuff are branded as non-clan which means they are not KKG meaning anyone can master these techniques so long they have chakra elements requires to do so. Bolt mastered these moves in such early age all because he has Uzumaki genes so it's totally relavent.
Konohamaru learned shadow clones and rasengan about as fast as Naruto. It didn't take him years to master. Even with Minato taking years to master rasengan, that technique is because of chakara control, not chakara strength. Uzumaki genes just grant you a higher quantity of chakara and quality of chakara, not better chakara control. Therefore the Uzumaki genes aren't relevant.
Konohahamru has Sarutobi genes makes him more efficient to master techniques faster, and yeah you just prove my point chakra controls can be used by anyone which means the Hyuga doesn't have specialty when it comes to chakra control. Chakra control doesn't determine certain clan when Naruto who is an uzumaki with great chakra reserve able to perform and evolve rasengan at his peaks due to his great chakra control
