Well all I know is that revenge is easier than forgiveness. If Naruto sought revenge, then it would prove his bias. With forgiveness comes maturity and reason.

The manga has showed that no villain is truly evil(except maybe Kakuzu and Hidan who's insane), meaning that there still lies goodness within and a chance for atonement.
