By controlling the Chibaku Tensei itself? I mean, control over it is very much hinted if not confirmed not only by the fact that its users can most likely regulate how far off the ground Chibaku Tensei goes, but that Madara was able to form and use them as meteors instead of keeping them afloat. Plus, the way Sasuke moved his own Chibaku formations is very different from all examples of Bansho Ten'in we've seen Pain and Nagato use.

It is just speculation, but in the end it holds just as much validity as saying Sasuke used Universal Pull on his Chibaku Tensei formations.
