Ok, basically, you just have to focus chakra in your arms to summon snakes from each sleeve. These snakes are large, they're fat, about as large as your sleeve.

Very well, now for the next jutsu, your summoning multiple, smaller snakes. These snakes will be about as thick as three or four of your fingers put together, in all areas of measurement. Then do basically the same thing, but this time focusing to make about three snakes from one sleeve.

You used enough chakra, but you didn't branch it out. You have to spread the chakra through about three different... streams, so to speak.
