Well...each time you strike a point it decreases the chakra flow more, and if you strike all the points the chakra flow stops and the person dies. So if you struck all the points in the arm, the chakra flow to the arm would stop. How much the chakra flow is affected depends on how many points you shut down.

As for how long it lasts...I'm not sure on that one.

If you shut down all the chakra points a person doesn't die, their chakra circulatory system is just completely blocked and they're not able to utilise any chakra-based attack. o.o

Oh. But I thought a person died if they're chakra got depleted? That's why it's dangerous to overuse certain moves like how Kakashi can only use chidori 3 times. And if they're chakra can't flow it's the same right?

Well, you don't die when your chakra gets blocked. It's dangerous to overuse chakra because if you completely run out, you use up all your stamina (physical energy) and spiritual energy up together, leaving you with no energy whatsoever.
If your chakra gets blocked, you still have stamina and spiritual energy left, so you don't die.

I would like to know it in terms or percentages and in turns, for each one (64, 128 or 361)

Well, for the 64 strikes it stops the flow by half of one turn
For 128 strikes it stops the flow by half for three turns.
And for all 361 strikes it stops the flow totally for two turns
