Kakashi is really the final villain.
Sasuke and Naruto are going to beat the crap out of each other. Much like the end of their first battle, they will be so tired that they pass out/cannot fight anymore. Kashashi will show up at the battlefield. Revealing that he faked being tired and that he has the ability to absorb other people's techniques. Hence the Copy Ninja moniker. He also has sealed all of the Tailed Beasts within him. As Naruto lies on the ground, shocked, Kakashi is going to rip out Sasuke's eyes. With an evil laugh, Kakashi kills Sasuke and approaches Naruto. Deciding that he wants Naruto to see his final plan, Kakashi seals all of Naruto's chakra, but doesn't kill him.
Kakashi becomes Hokage, and Naruto just sits and cries.
OT: I think that Kakashi is essentially washed up at this point. He will likely be the next Hokage (since it has essentially already been set in stone), but I don't see him having any other real power ups. I don't really think I would care too much if he does get a major a**pull of a power up, though, since that seems pretty normal for Kishimoto these days.
