i think akatsuki only let s rank criminals who are known to be dangouriouse. and ya maybe u hav to fight someone. but there is one episode in naruto (i think ) that shows how tobi got in.

Initiation was probably different for every member, but Deidara made a deal that he would only join them if Itachi could beat him(Either that or Itachi defeats him and that inspires him to join). And of course, Itachi being the amazing ninja he is, defeats him without trying and thus Deidara is part of Akatsuki.
I don't think any other people have been seen in the manga/anime joining Akatsuki.
It's possible that Nagato searched for certain people as the Deva Path and asked them to join.

i think akatsuki's recruitments are based on a single criteria; missing s-rank nins who are complete mercenaries or share common goals with them...
