No, I recognise what we're dealing with, Konoha is just a massive military power, but Sasuke has no idea of what people think like. Give him power over everyone and people would try to rebel, only to be killed. Time would pass, more people would rebel after forgetting what happened the last time and people would die again. Logically, measures would be taken and eventually anything you do might be taken as an attempt to rebel, no one expresses their opinion, no one has the right to question what their leader is doing, because if they do, they die. Hatred would grow, and again, people would try to rebel. More people die, more measures are taken, more people hate him, more people rebel. There is no way out of this, it just becomes a cycle of hatred until someone manages to bring Sasuke down. Its Nagato's ideology all over again.

But hey, everyone's life might be sh*t, but it sure is peaceful.
