A fake Uthopia, built on fear and hatred towards Sasuke, and it would remain like that until someone powerful enough rose to fight him.
Sasuke was the real child of the prophecy, we would have had eternal peace. But, more money needed to be milked for part 3 so Kishi let Naruto's childish idealism pollute the universe, thus creating the Kaweki's of the world.
No, I recognze we're dealing with Konoha is just a massive military power, but Sasuke has no idea of what people think like. Give him power over everyone and people would try to rebel, only to be killed. Time would pass, more people would rebel after forgetting what happened the next time and people would die again. Logically, measures would be taken and eventually anything you do might be taken as an attempt to rebel, no one expresses their opinion, no one has the right to question what their leader is doing, because if they do, they die. Hatred would grow, and again, people would try to rebel. More people die, more measures are taken, more people hate him, more people rebel. There is no way out of this, it just becomes a cycle of hatred until someone manages to bring Sasuke down. Its Nagato's ideology all over again.
But hey, everyone's life might be sh*t, but it sure is peaceful.
Naruto's dream of people living in unity is far from childish. Sasuke becoming a false god is the height of childish and you are too if you agree with it. Its mature to live in unity of your own free will.

My point is it can't go south in a world that is already south to begin with. your logic is only right from IRL perspective due to our standards of tolerance and modern views. not NV's perspective. the problem with their fictional world is that they try to be diplomatic with stone age ideals which is why it fails everytime and only ends up making another obito, nagato or worst. sasuke. either be primarily diplomatic or don't be diplomatic at all. trying to balance both ends up with inconsistencies resulting in massacres, still using bijuus as WoMD (hiruzen era) or iirc villages hiring akatsuki members to even out the competition. with a world still built around stone age perspectives, I believe with sasuke's ideals he was going to take all that away and make himself the one and only tangible enemy. I doubt it would've been perfect plan but it would've certainly made stronger united bonds to fight against him, like it did against tobidara's declaration of war.

It's childish and unrealistic, Kaweki is living proof of that. Naruto's Miss World ideals led to the stagnation of ninja and created a vacuum for underground threats like the ootsutsuki clan, the clone army and Kaweki to cause havoc.

Its good when you say it, but something must be done for him to become and remain as the enemy, meaning that the receiving end of his hatred will suffer. A lot. Because if he is to be the villain, he must remain the villain, he can't just slay the five kage and create a paradise for everyone, he'd be revered by that. People fight back when you mistreat them, the Uchiha proved that much. But Sasuke works under the assumption that people will stop fighting him when they see he is stronger than them and submit, but people repeat their mistakes. Three wars had already happened by the beginning of this series for a reason.
So the final choice is between a (more than likely) temporary peace in between nations and a complete dictatorship with the occasional rebellion. The conflict won't stop, that on itself is human nature, so its all about the lesser evil.
At the start of the regime, there'd be death and destruction, since his goal was to destroy and rebuild. I doubt we'd have the same level of threats to Sasuke's world as we do in Naruto's currently.
A certain level of ruthlessness is necessary in any leader and Naruto lacks that.

A bunch of killer clones with the sharingan just brutally murder their "father" right in front of Naruto's eyes. They also posed a significant threat to the Uchiha and by extension, Konoha. Naruto's solution to the problem? House them in the village.
hmm.. @bold is true, I guess that would still technically make another nagato. the difference is the hatred will be aimed at him instead each other but like you said the hatred for sasuke would still make victims thus not solving anything. personally imo I liked sasuke's part about wiping out the bijuus. hashi initially seperated them all to each of the countries as a peacemaker of equal power. (lol BS, since the leaf keeps the strongest of them all) however the problem with it is that them just existing in general is still a threat and cause stone age drama's like what happened to rin where as modern IRL america made a contract for peace that everyone including themselves must destroy and nor create WoMD. you see, we learned from our stone age mistakes, the NV hasn't. but oh, we should just listen to naruto cause he says the bijuus are good now. lol them being good or not were never the issue. god that idiot :lol and look what happened in the boruto movie timeline? someone comes and takes them as a weapon :lol sasuke wasn't the only idiot with a plan.
