I believe it's Izuna most likely because to be honest Kishi could have not included Izuna into the story and the story would still be the same. So I believe Izuna was meant for something more but the real question is why was Izuna (if it turns out to be him) impersonating Madara.

Well i dnt think it would be great surprise to him(tobi) because kabuto already showed that coffin to tobi. So tobi knows that sooner or later he is going to use that edo tensei technique.
