How will Sasuke EVER get Rinnegan.

Besides he cant switch between his normal eyes and rinnegan, Tobi gave them to him because he is an Uzamaki and his body can handle it much better. It was his plan for Nagato to revive him or w.e if he died or someone else.

Well, Tobi said he GAVE Nagato the Rinnegan. Nobody knows how yet. We can't assume it was implanted. Maybe there was a trick to it, like giving Rinnegan to all the paths of pain, or a trick like itching giving Amaterasu to Sasuke. Therefore, he could have awaken the Rinnegan thanks to Tobi, as we all know. However, you are right, he does not turn of his Rinnegan, which could prove your point or the possibility that he can keep it activated all the time. At least the time that we have seen him. Like Itachi and Madara. They can turn it off but keep it on most of the time when we see of them.

Kabuto already said the Sharingan evolves into the Rinnegan so why wouldn't he get it

Kabuto put Hashirama inside of Edo madara, he was on his chest/shoulder, that is the only way a sharingan can transform into a rinnegan. Uchiha = 1/2 rinnegan and Senju = 1/2 rinnegan. This is why it worked for him.
