How will Luffy become a Yonkou?

I doubt getting allies would be a problem for Luffy, just look back at what happened in Impel Down.. but where do you get the idea Yonkou need a fleet? Shanks only has a rather small crew himself and hasn't shown any alliance with other pirates like what Whitebeard has.

Only Whitebeard and Kaido (Big Mom is unknown) have large fleets. Shanks doesn't, he only has his crew, the Red Haired Pirates, with Benn, Lucky Roo, Yasopp and the others. So, fleet isn't a requirement for Yonkou. As someone else said up there, Roger was the Pirate King and had just a little crew and one ship, you can see this when he clashes with Shiki in the Strong World OVA.

well when he becomes the pirate king he'd be more than powerful enough to be considered an emperor, unless ofcuz the crew decides to disband like roger...but rogers crew disbanded b'cuz roger was going to die so far luffy hasn't picked up such std
...as far as fleet goes, it means nothing...look at shanks he only has his team, and there was Kreig who had 50 ships and over 5000 crew members..it all meant nothing since mihawk destroyed them all

Yonkou are the 4 most powerful pirates that RULE the new world.
Luffy has clearly stated that he doesn't wish to RULE anything.

Yonkou isn't something that one achieves. When a spot opens up, one doesn't just get a letter saying: Would you like to become the 4th Yonkou?..

It's a title given to the most powerful ones in New world by the marines and world government.
Yonkou are basically the most powerful pirates, that for some reason haven't been able to or haven't wanted to find One Piece.
