Obito used the rinnegan to summon the gedo mazou = juubi's vessel and by having it here he captured bijuus and had the mazou consume it thus making a physical embodiment for the ten-tails return, Rinnegan also summons hell king as well wow

Obito summoned the Gedo Mazo. He put the 6 Tailed Beasts he had tied onto the Edo Jinchuuriki back into the statue. Shukaku already being placed in there, he then used the 9 Tails chakra from Ginkaku or Kinkaku inside that sealing urn to replicate the 9 Tails, and the Tentacle Substitution from Bee vs Taka simulated the 8 Tails, from there it wasable to be summoned and then start to store chakra to make up the missing Tailed Beasts.
