i think he means the effect of the eyes distinctly shown.and everythin else blurry.......................

easy just find good looking yes and put it or make 2 or 3 layers adn delete the eyes part on the them leaving only the first ones eyes

Btw, if you're talking about that multi-color part below Pain's eyes, I think, whoever did that pic, got it from the anime. Remember? They were all sealing the Two-Tails in holograms. o.o

But I wouldn't know if they can apply that effect too in Photoshop. So yeah. =\

I don't think this effect is in photoshop =/
Not that I know. And it comes from the anime.

The multi-coloured cloud could be:
- Screenshot from the anime
- On Photoshop, use the clouds filter then use colour balance or gradient map
- On GIMP, use the plasma filter

The contrast between the eyes and colours is probably done by rendering the eyes, then invert the selection, then blur it slightly.
