There are rules and restrictions on ranks and abilites. Its in the rp forum, in the bio section, as well as the template. Think theres a bio section in my NB 101 thread too, click the occams razor in my sig and theres some how toos there as well.

Yeah u need a bio to start training. I recomend making a made up character for ur first bio with no special KG(keke genkai) or a character from another show but make it seem like they come from Narutoverse(example: Natsu from Fairy Tail)

Yes,you need a bio to start training,fighting and RPing.
You can create a character using your imagination or you can choose one from anime.Before creating read the threads that the others showed you to don't make mistakes.
