How to find out who's downloading?

Hello guys,

I work in a company of about 50 employees, we all work on computers on a server and have our own logins, running on windows 7. Recently the internet has become ridiculously slow and it is almost impossible to work, someone is definitely downloading, but no one can find out who is downloading. Is there any possible way to find out who is downloading on a server?

Note: Each persons login account has been checked, but it seems this person is really smart in hiding his/her tracks.

From what has been gathered this person is probably:

Deleting internet history
Using incognito mode (Google chrome), In private browsing (IE)
Flushing dns, since nothing has come up when we check the ipconfig/all in the cmd

A friend of mine told me this person could be using torrents to download if there is nothing else to check.

Is there anyway to find out who is downloading on the servers?

Yeah, could be using torrents, bu they would have to download the torrent file first, but that can be deleted too. It could also be a problem from the ISP. Can't remember if there was one of W7 but on 8 you can check how many gig has been used recently, you could check that, but i'd imagine that the person who runs they local net should be able to find out.

So it seems that there isn't really a way to check or find out?

The one with the usb/ external harddrive... XD
USB/External hard drives would have been found in the PCs during the check ups, we constantly walk around and check, but maybe then.

Maybe the person is you.
lol You know I actually wish I was that smart, if anything it's a skill, but I'm too much of a noob in the computer department. I only learned about flush/dns and ipconfig a few days ago.

i bet he hide laptop to tap on your company internet.. your not finding anything on him/her end

or person guilty is some hacker thats not impossible either
next workday glance if someone constantly keeps phone linked to computer

I don't know how to tell how fast he internet is, I'm not sure, but it is very fast.

Employees who carry laptops will be seen, the office room isn't that large and they can be spotted. The manager walks around a lot as well.

So it seems that the person could be using torrents then, I guess searching computers for installed torrents is the best bet. Thanks for all the replies!
