Seasons and sagas have nothing to do with actual feats. He's the frieza of the one punch man universe. You don't know how long Boros was in command for.

Please do not try to even compare them power wise episode 9 piccolo destroyed the moon with a kai blast that is better than any feat from boros and base frieza is tiers above that piccolo. Boros is only 20 he was not in command for long.
