Boros never destroyed an entire universe can you comprehend what he said. " I laid waste to an entire universe" Means he defeated creatures that lived in the universe not destroy the universe entirely. Lets assume he did destroy a universe OPM universes are not DBZ universes tier so it still would make no sense.
He's not even remotely close to be the Frieza of OPM. Frieza was the tyrant behind the whole namekian arc destroyed the saiyan race was feared throughtout the universe by most beings. Please do not try to even compare them power wise episode 9 piccolo destroyed the moon with a kai blast that is better than any feat from boros and base frieza is tiers above that piccolo. Boros is only 20 he was not in command for long.
He cannot shoot 2 of those things let alone 100 that kick he gave Saitama was his trump card his second strongest move he even said he shortens his life to fight like that his roar attack is a desperation move which he barely use once let alone multiply times. 100 roars = 100 planets this is true if every planet was the same level of size which is false and his attack was swatted away by the shockwave of Saitama's punch he's not even real planet level you clearly do not watch the anime or read the manga.
