Pretty strong by non-godly standards. He had DMS with the most powerful genjutsu excluding IT. Most likely had a second MS ability, or something that allowed him to enhance KA one way or another. All he needed was to awaken Susano'o, but of course Danzo had to step in.

His Shunshin was also apparently so fast that it overshadowed his genjutsu prowess and people started to know him as ''Shisui of the Shunshin''. I think it's not a stretch to say it was equal to Minato's, based on hype alone.

Ya know, that's some good points. I guess aside from that, his shunshin skill and sharingan abilities were feared by anyone who knew about him.

Kabuto did want to revive him for the war, so he must have been pretty dang strong.
