I found the rumor on tweeter that

Base Toneri will be Complete Kurama Sage mode Naruto's level

Energy mode Toneri(after absoring part of Rikudou chakra from Naruto and Sasuke) > RSM Naruto/Rinnegan Sasuke/Yang Hagoromo/Yin Hamura.

Toneri will be slightly stronger then Naruto or Sasuke at full power, however he will be below Kaguya by far, JJ Hagoromo quite big gap and slighty weaker then JJ Madara or around his level

If he can embarrass Naruto and Sasuke, he's minimally at the level of Juubi Jin Hagoromo. Your assertion is laughable.

I doubt anyone get close to Kaguya or even JJ Hagoromo espcially after recieving such high hype.
