True or not, he should be insanely powerful being a) an Ōtsutsuki and b) he'll HAVE to be insanely powerful to fight Naruto and Sasuke.

Not all battles are won by pure strength or ninjustu,the series has made that clear on several occasions.
I don't mind what he has as long as it makes him distinctive.
An entire plot string depends on him more so than most naruto villains as he has to carry the weight of an antagonistic role all on his own.

i think he will be below naruto and sasuke. somehow though, he knows a way to absorb naruto's powers and becomes much stronger. that's really the only way it makes sense to me. otherwise he would need to be kaguya level to be a threat, which wouldn't make sense to be honest.

Energy mode Toneri(after absoring part of Rikudou chakra from Naruto and Sasuke) > RSM Naruto/Rinnegan Sasuke/Yang Hagoromo/Yin Hamura.

Toneri will be slightly stronger then Naruto or Sasuke at full power, however he will be below Kaguya by far, JJ Hagoromo quite big gap and slighty weaker then JJ Madara or around his level
