It referred to Itachi as a God, and stated that Yata was his power. Proving that the spiritual weapons are his power.

So who is stronger? Well the distance between them in marginal at best, but there is one aspect that sets them apart "Stamina". The Naruto series has an "official data book" that takes into account various factors into how strong a character is, both Jiraiya and Itachi scored an overall score of 35.5.

I think Jiraiya would win but "only" due to the dramatic disparity between their respective stamina levels. According to the official Naruto data book" Jiraiya has a stamina rating of 5 compared to Itachi's 2.5. Jiraiya wins.

Why is it a non-factor ? Both score 35.5 on the databook if anything they are very similar. Even Itachi claims it would be a fight to the death or both would be in a very bad shape after it. Itachi is overrated.

And Danzo is the one that said Itachi without Yata and Totsuka is far above MS Sasuke. So comparing Itachi to Sasuke is perfectly viable.
