It is overrated, its just like any other one S rank technique who can which "can" kill but there are equally strong/stronger ninjas who have the methods of countering

The number of ways it can be countered are

1) Blocking the line of sight
2) Absorption
3) Shedding the affected body part
4) Speed
5) Clone feint
6) Going long range
7) Sealing
8) Deflecting the flames from the body
9) Attacking during the charging

etc etc

and there is a long list of people who have one or more of these abilities, or can execute one or more of these tactics

My point is, you can't say a jutsu is weak just because it didn't kill anyone.

Ameratsu would be powerful, if it wasnt so easy to counter. Seems just a thin layer of cloth is enough.
