He was able to send a portion of Gyuki's chakra to the Akatsuki, thus making Obito able to summon the Juubi, which basically amplified the war.

Well he killed orochimaru and started up with the whole Kabuto mess that convinced Obito to start the war after his Zetsu army was complete so yeah Sasuke may have started the war.
