Now that he can use SM in conjunction with BM, that is.
In my opinion, he's just below EMS Madara, because Kurama was in fact EMS Madara's personal summon, and the Kurama that was under his control possessed both the Yin and Yang chakra, which was stated to be comparable to Hashirama's volume in chakra. Speaking of chakra volume, EMS Madara's chakra reserves are nothing to be laughed about; he engaged Hashirama in battle whilst keeping Kurama under his control (which was a great deal of control if I'd say so myself), then encased Kurama in Perfect Susanoo when necessary, stood up to Shinsuusenju, and after that engaged Hashirama for who-knows-how-long and when we were finally shown the conclusion of the battle, both were equally exhausted. And it's not to be said that Hashirama didn't conserve his chakra as well as Madara; Hashirama has already been stated as the best medical ninjutsu user in Narutoverse that we know of (as per Tsunade's admittance and the deduction of the only one who's seen Hashirama at full power), meaning his chakra control was excellent.
Naruto will end up surpassing Hashirama in as soon as a few chapters, but I don't think he's quite there yet.
So, here's where I'd place him as of now:
1) Obito
2) Hashirama
3) Madara
4) Naruto
5) Nagato
6) Kabuto
7) Sasuke
8) Tobirama/Itachi/Minato
9) Bee/Sandaime Raikage
10) Muu/Nidaime Mizukage
Side note: I put Bee and the Sandaime Raikage above Muu and the Nidaime Mizukage because neither have the chakra reserves to deal with either Bee or the Sandaime Raikage; they'd run out of chakra long before either of the Sandaime Raikage or Bee do (and the Nidaime Mizukage's genjutsu would prove useless against Bee anyway). The Nidaime Mizukage's mirage which is upheld by his Clam as well as himself can't last forever, and Muu's jinton would serve to be useless against these two tanks.
