Well, akamaru is his main tool that he uses for fighting practically everyone. Taking akamaru out of the equation would pretty much cut his power level in half. He is still a fairly decent combatant with his beast-like taijutsu and is an excellent tracker(perhaps the best sniffer in Konoha), but it would likely put him as a solid chuunin(not low or high).
