Definitely would have wanted to see him revived during the War Arc. It would have made for some excellent character development/closure for Kakashi leading up to the Tobi unmasking.

Plus, he probably would have made for some great fights considering his hype of being compared to the Sanīn, and I'm sure he could hypothetically perform some fancy, epic-looking attacks with his White Light Blade.

I agree it could have been an interesting fight. But since Kakashi talked with him when he was "dead", It wasn't a necessity character devellopement speaking.

Back to topic I'd say on the level of Jiraya or even more.

as for the second question, well let's just say that the war arc had a lot of potential but, didn't deliver (in my opinion).
